Pace of Play Penalty Enforced?

Yes, it's true.  I want to thank John Van Der Borght for mentioning this rare occurrence, because the news of the penalty was not exactly easy to find if you only read articles.

On the European Tour, at the Tschwane Open in South Africa, Charl Coetzee was issued a one stroke penalty for slow play on his 12th (according to an online source) hole of the round.  Coetzee began the round tied for the lead, but slowly faded and his penalty stroke on the back nine didn't help matters.  He took 55 seconds over his putt on the 12th hole and European Tour official John Paramour issued the penalty to the member of the final pairing.

It is just refreshing to see that one major men's tour actually issues pace of play penalties.  Your turn PGA Tour, no more excuses.
